Since the launch of the MDGs in 2000, Côte d’Ivoire’s progress in education has been uneven. That the government has taken steps to outline ownership of and a pathway towards EFA goals in the form of an official action plan on education and missives on education policy are certainly bright spots. But, conflict and instability over the last decade have led to chronic under-investment in the country’s education infrastructure, which at present contributes to that sector’s turmoil.
Though Côte d’Ivoire has made progress in recent years with regard to primary-education enrolment (a 20 percent increase since 2000), there remain serious challenges regarding the education system’s functionality and the country’s development. In particular, the education sector is burdened by deficits in quality, access (especially for marginalised groups, such as children with disabilities and girls) and the development of early childhood education.
To begin to meet the need of Côte d’Ivoire’s out of school population, EAC has partnered with the International Rescue Committee (IRC), the Norwegian Refugee Council (NRC) and Save the Children (STC) in three respective initiatives. Specific interventions include: community mobilisation, financial education and the establishment of savings and loan associations in target communities; distribution of teaching and learning materials, in-service teacher training and CSO capacity building; and school construction and the training of PTAs in financial management, fundraising and OOSC integration into school.
