EAC’s primary goal is to contribute to the enrolment and retention of 10 million OOSC in a quality primary education program. We have a modest publications program to support learning in relation to providing quality education programs to OOSC, provide information for advocating for OOSC, and to give evidence for mobilising additional funding for proven approaches. We share our publications in the spirit of contributing to the concern for and knowledge base about OOSC.

It is generally accepted that volunteerism is an intrinsic feature of societies and cultures, representing a source of community strength, resilience, solidarity and social cohesion. Volunteers contribute to the development agenda in various countries. During the era of COVID-19, the work of volunteers and their positioning within the communities they serve has become even more remarkable, given the general lockdowns, movement restrictions and school closures. In several EAC-supported projects, volunteers have made and are making significant strides for the education rights of vulnerable children, in spite of these challenging times.

Many countries struggle to provide quality education for children already enrolled in school and do not have the resources to ensure full universal primary education (UPE), even though commitments to UPE are included in most 2030 national strategies for education. Since inception, EAC's approach has been to work in partnership and emphasise innovations that bring about such solutions and keep the focus on the education rights of the world's most marginalised OOSC.

This publication on ASEAN policy and programming is a mild departure from EAC's previous case studies, which have focussed primarily on identifying, enrolling and educating OOSC. While these factors are addressed in the EAC/UNESCO ASEAN project, an additional emphasis on policy development in a regional context is different from our latter efforts. EAC now offers a case study that provides insight into the policy development process across ten countries, resulting in a Declaration for reaching OOSC that was elaborated, signed and ratified by each country. Moreover, this case study provides details on the mitigation efforts in three ASEAN member countries to enrol over 50,000 OOSC and the associated education provision.

The EAC/BRAC Boat Schools project was undertaken with the situation of the vulnerable children in the flood prone areas of Haor and Beel in Bangladesh, where many are denied their right to education, due to geography, poverty, low quality and other factors in mind. To address such challenges, a project model was developed with the basic premise of not necessarily bringing the child to school, but rather bringing the school to the child. This in-depth evaluation seeks to uncover the impacts of the project and provides an overview of the unique dynamics related to implementation.

EAC and its partners are committed to reaching children who are not in primary-level education, and ensure through appropriate interventions that children have an opportunity for a basic education. Inclusion, for EAC, is about identifying children who are often invisible to the system at large, marginalised due to situations beyond their control and facing barriers that are difficult to overcome. Assuring these children are visible by including them in quality education programmes and offering a different life trajectory forms the focus for EAC to identify, count enrolment and account for their progress through the system.

Dhaka Ahsania Mission (DAM) is one of EAC’s initial partners, joining in 2012 when the idea of reaching 10 million OOSC was still more of a dream than a real possibility. DAM’s Children’s Learning Centers (CLCs) project is of particular interest to EAC because it reaches some children who face multiple barriers to accessing education. It does this through an innovative approach that includes accelerated learning in multi-grade classrooms that cater to individual student’s learning level on a subject-by-subject basis. The DAM graduates perform better on the national end of primary level test and with higher retention rates than students from government schools.

So that migrants and refugees as well as destination countries can reap the full benefits of mobility, all the world’s regions are taking steps to improve the process through which qualifications and prior learning are recognized, validated and accredited.

Our focus is on action; on as large a scale as possible. Action is meaningless in relation to impact, however, unless there is a robust assessment of lessons learned from our efforts undertaken. This review of the “Save for School” program in Côte d’Ivoire, designed and implemented by the International Rescue Committee (IRC), is the first formal evaluation that EAC has commissioned for this purpose.

One foundational contributor to a sustainable world is education, a key to improving people’s lives and ability to thrive. The goal of EAC’s partners is to create lasting changes and long-term impacts beyond the term of the project so the forgotten and invisible children who are denied an education continue to be recognised and supported.
